North, south and the moor between

North Devon — Barnstaple, Bideford, Ilfracombe — is its own patch and always has been. It is a long way from anywhere else in the county and the runs work better joined with Cornwall than with Exeter.

The south coast strip, Torquay through Paignton and Brixham to Dawlish and Teignmouth, is holiday and retirement stock: flats above shops, converted terraces, and bungalows with lofts full of the things people brought when they retired here.

And Dartmoor sits in the middle. Okehampton and Tavistock look close to Exeter on a map and are not, especially in winter.
